Verifying SOAP Eligibility

Medical school officials (SOs) are required to verify the eligibility of their students and prior-year graduates to participate in the Match Week Supplemental Offer and Acceptance Program® (SOAP®). Eligibility verification is an important task for SOs: only students and graduates who are eligible to enter graduate medical education (GME) on July 1 in the year of the Match can participate.

Requirements for SOAP Eligibility

Under the terms of the Match Participation Agreement, applicants must meet all requirements for entry into GME as prescribed by the Accreditation Council for Graduate Medical Education (ACGME®) in Section II of the ACGME Institutional Requirements. Applicants who are confirmed as being ineligible to enter GME on July 1 in the year of the Match must be prohibited from participating in SOAP. NRMP does not mandate the graduation requirements of medical schools participating in the Match, so the eligibility status of applicants must be based on criteria specific to the school. However, NRMP recommends students NOT be marked as ineligible for SOAP unless SOs know CONCLUSIVELY they will not graduate on time to enter training on July 1.

When to Determine Applicant SOAP Eligibility

The week prior to Match Week, medical school officials are prompted to access the Registration, Ranking, and Results® (R3®) system to verify the eligibility of their students and graduates to participate in SOAP should they learn on Monday of Match Week they are unmatched. This is the second verification that occurs as part of the Match; the first occurs prior to the Rank Order List Certification Deadline when SOs verify applicant graduation credentials for participation in the matching algorithm. Students’ eligibility status may change between the Rank Order List Certification Deadline and the SOAP verification process; accordingly they should be identified and marked appropriately for SOAP participation. Applicants whose credentials were verified prior the Rank Order List Deadline must be prohibited from participating in SOAP if their eligibility status has changed and it is determined conclusively that they will be ineligible to enter GME on July 1 in the year of the Match.

Applicants whose credentials are not verified will not be able to participate in SOAP if they are unmatched or partially matched.
