Shining a Light on Match News that Matters

This issue of the Illuminator includes:

NRMP® Establishes Standardized Applicant Placement Rate Metrics for the Main Residency Match® and SOAP®

The NRMP announced new reporting for the overall placement rate of participants in the Main Residency Match and the Supplemental Offer and Acceptance Program® (SOAP®).

The NRMP has released a whitepaper, Applicant Placement Rate in the Main Residency Match and Supplemental Offer and Acceptance Program, which reports for the first time both Match and overall placement data on all applicants compared to those who submitted certified rank order lists of programs in the Match. This new placement data offers unprecedented insights into the transition to residency process.

The whitepaper with additional background, definitions, and calculations is available on the NRMP website.

Policy Corner: Main Residency Match Restrictions on Persuasive Communication

With recruitment moving into high gear, it is important for all Match participants to support professional communication and minimize persuasive and inappropriate communications.

To that end, we wish to highlight the Restrictions on Persuasion policy and provide answers to some frequently asked questions for programs participating in the Match to keep in mind during the interview, matching, and onboarding processes.

6.5 Restrictions on Persuasion

Programs have a right to make selection decisions that are free of undue or unwarranted pressure and should report to the NRMP any violations of these rights.

Only the final preferences of programs and applicants as expressed on their final certified rank order list or by offers extended and accepted through SOAP, will determine the offering of positions and placement of applicants through the Match.

Programs are not authorized at any time during the interview, matching, or onboarding processes to:

1.   Request that applicants reveal the names, specialties, geographic locations, or other identifying information about the program(s) to which they have or may apply;

2.   Request that applicants reveal preference signal(s) if in a specialty participating in preference signaling;

3.   Request that applicants reveal any information pertaining to the interviews they were offered, accepted, declined, or attended;

4.   Request that applicants reveal ranking preferences;

5.   Suggest or inform applicants that placement on a rank order list or a SOAP preference list is contingent upon submission of a verbal, electronic, or written statement indicating the applicant’s preference;

6.   Make any written, electronic, or verbal offer or contract for appointment to a concurrent year residency or fellowship position before the release of the List of Unfilled Programs; and

7.   Have any written, electronic, or verbal contact with a matched applicant not matched into their program for the purpose of offering an interview, offering placement in the program, or requesting the applicant apply to a program.

Frequently Asked Questions around Restrictions on Persuasion:

Can a program ask an applicant about the programs they have signaled?

No. Programs are prohibited from asking applicants any information about the programs to which they have or may apply, and that includes whether the applicant submitted preference signals.

Why are program directors and faculty not permitted to ask applicants anything about the programs to which they have or may apply or rank?

Limiting questions about other programs protects and respects an applicant’s right to privacy and minimizes undue or unwarranted pressure. In addition, programs are encouraged to submit rank order lists that are based on applicants’ credentials and goodness of fit for the program rather than the likelihood of the applicant ranking the program. Programs still can ask applicants about any information in their applications, including why the applicant prefers a specific program or specialty. Applicants may volunteer information about other programs if they choose to do so.

I understand programs cannot ask about the geographic locations of programs to which applicants have or may apply or rank. Can program directors inquire about geographic regions?

No. The restriction on questions about applicants’ interviewing behaviors includes geographic region; however, programs can ask applicants why they are interested in the city or state where that program is located.

I am the director of a PGY-1 only program. Can I ask about the advanced PGY-2 programs to which an applicant is applying so I can be sure the applicant ranks the correct PGY-1 track?

No. The prohibition on questions about other programs to which an applicant is applying pertains to all programs regardless of PGY level.

If you have any questions regarding the restriction on persuasion policy or other Match policies, please contact NRMP Policy at policy@nrmp.org. We are here to help and look forward to supporting you throughout the 2024 Main Residency Match cycle.
