The National Resident Matching Program (NRMP) has posted the Match Participation Agreements (“Agreements”) for the 2024 Main Residency Match. Although participants in an NRMP Match are responsible for reading the entire Agreement, we wish to highlight some new and updated policies to support Match participants as they prepare for the upcoming transition cycle.

Applicants

  • SOAP Eligibility: A new section has been added to the Agreement for Applicants which specifies that applicants participating in the Canadian Residency Matching Service (“CaRMS”) will be ineligible to participate in the Match Week Supplemental Offer and Acceptance Program (SOAP) in those years when CaRMS and NRMP Match schedules overlap. Applicants not eligible to participate in SOAP do not have access to the List of Unfilled Programs. (Section 9.1.1)

Programs

  • Match Fees: The NRMP has added language to make programs aware that Match registration fees will not be waived for programs that are activated and subsequently withdrawn from the Match, either by the sponsoring institution, the program, or the NRMP. (Section 5.2)
  • Completeness, Timeliness, and Accuracy of Information: The NRMP has added language requiring programs to disclose to applicants, at the start of recruitment, the application service or process they will require for both Main Residency Match and SOAP. (Section 6.3.1)
  • Submission of Rank Order List (ROL) Requirements: The NRMP has added language requiring programs to ensure that each applicant placed on the program’s rank order list meets the necessary requirements for state licensure. (Section 7.3.1)
  • SOAP Participation: The NRMP has added language to clarify the behaviors and actions expected from programs that elect to or not to participate in SOAP. (Section 8.1)

Medical Schools

  • Applicant Registration: The NRMP has added language requiring medical schools to ensure that applicants register with the application service or process required by the programs in which they are interested in applying. (Section 6.2)
  • Applicant SOAP Eligibility: The NRMP has added language to clarify that applicants participating in the Canadian Residency Matching Service (“CaRMS”) will be ineligible to participate in the Match Week Supplemental Offer and Acceptance Program (SOAP) if CaRMS and NRMP Match schedules overlap. (Section 8.2.5)

Institutions

  • Completeness, Timeliness, and Accuracy of Information: The NRMP has added language informing institutions that programs must disclose to applicants at the start of recruitment the application service or process they will require. (Section 6.3.1)
  • Applicant Eligibility for Ranking: The NRMP has added language requiring institutions to ensure that each program has a process in place to review state licensure board eligibility and ensure that ranked applicants meet the required licensure criteria. (Section 7.1.1)
  • SOAP Participation: The NRMP has NRMP has added language to clarify the behaviors and actions expected from programs that elect to or not to participate in SOAP. (Section 8.1)

All Match Participation Agreements

  • NRMP Use of Information: The NRMP has added language that authorizes the NRMP to share participant information through technology applications and service tools offered by authorized providers or the NRMP.

Codes of Conduct

The NRMP also has updated NRMP Codes of Conduct for Applicants and for Programs to foster continued ethical behavior during the application and matching processes. For the Match Codes of Conduct for Applicants:

  • Applicants are now aware that the NRMP requires programs to establish and publish the application service or process the program requires for both the Main Residency Match and SOAP so that applicants are fully informed and understand how best to engage in application and recruitment.

For the Match Codes of Conduct for Programs:

  • Program directors are now required to establish and publish the application service or process the program requires for both the Main Residency Match and SOAP so that applicants are fully informed and understand how best to engage in application and recruitment.
  • Program directors and other members of the recruitment team must refrain from asking applicants about race, national origin, and sexual orientation, including more nuanced questions about applicant demographics (e.g., blood quantum, tribal affiliations, first language, and parent or spousal religious, cultural, or tribal affiliations).
